Im not 100% sure, but it looks like Ann Sheridan.
It's so rare to see her smiling openly like this that I'm not sure either. And if it's her it's certainly is a very young Ann Sheridan.
Now that you mention it, it would be rare to see Ann Sheridan smiling like that, so it's probably not her.

Can it be Rita Hayworth? she was a big smiler.
The only other possibility that occurred to me was Lana Turner, but it's not an exact match either.
We must solve this mystery soon!
While not definitive, I offer my evidence for it being Ann Sheridan.

They should have plaid sisters in a movie. I can see a difference in the teeth line and the cheeks.
Yep, It looks like Hayworth has a sharper chin, and is a little less cheeckier than the girl in the photo. The hair looks close, except for the slight peak on hayworth.
